Description
Loudoun County is seeking a qualified general contractor to develop approximately 133.46 acres of the former Westpark Golf Course into a passive park. The work includes parking, restrooms, environmental best management practices, wetland and nutrient credit features, and responsibility for safety and security during construction. The project must comply with applicable local and state work-hour and noise ordinances. The solicitation is an open Invitation for Bid. Addendum No. 1 was issued October 5, 2026, and includes an Electronic Data Transfer Agreement for access to project CAD files. The agreement must be completed before CAD files are released and limits their use to preparing bid documents. The complete package includes the solicitation, geotechnical release form, general conditions, prevailing wage rates, addendum, electronic transfer document, and site visit attendance list. Only firms prequalified through RFQ 683913 for ecological restoration services are eligible to bid. Bid pricing includes base work and specified unit prices for unsuitable soil and rock excavation and replacement. Performance and payment bonds are required after award at 100% of the contract price.
