Description

The U.S. Army Intelligence and Security Command requires unarmed Access Control Officers, Security Escorts, and Site Supervisors to support headquarters and subordinate commands at Sensitive Compartmented Information Facilities. Services include controlling personnel, equipment, and media access; verifying clearances and badges; conducting entry and exit inspections; escorting uncleared personnel; maintaining shift logs and visitor records; responding to alarms and emergencies; and documenting security activities. Access Control Officer coverage is generally 24/7/365, while escort services are generally provided during weekday core hours, subject to task-order requirements. This is a competitive 8(a) small-business set-aside for a single-award, performance-based IDIQ using firm-fixed-price and labor-hour task orders. The contract has a maximum 66-month duration, including a 12-month base period, four 12-month option periods, and a potential six-month FAR 52.217-8 extension. The program has a $250,000 guaranteed minimum and an $84,200,000 ceiling. Amendment 0001 establishes a 69-person staffing baseline consisting of 10 Site Supervisors, 31 Access Control Officers, and 28 Security Escorts; removes inactive locations, including Aberdeen Proving Ground and Warren, Michigan; corrects the required cover page to SF 1449; removes the proposal Property Management Plan requirement; and extends the proposal deadline to November 18, 2026, at 3:00 p.m. EST. The contractor must maintain a Top Secret facility clearance, provide personnel with active DoD TS/SCI clearances and required certifications, and submit staffing, pricing, administrative, clearance, and transition-summary materials.
