Description
The New Mexico Health Care Authority's Medical Assistance Division is seeking one or more contractors to provide comprehensive Medicaid policy and program support. Services include policy analysis and strategic guidance; Section 1115 waiver operations, reporting, renewals, and compliance; managed care procurement and contract support; program design and implementation; data analytics and performance reporting; provider reimbursement and financial policy analysis; federal compliance and regulatory support; and multidisciplinary advisory services. The scope includes support for Turquoise Care, State Plan Amendments, managed care oversight, CMS submissions and negotiations, dashboards and reporting tools, HEDIS and CMS Core Set measures, provider rate and reimbursement analysis, MHPAEA compliance, State Directed Payment methodologies, and transition of data, models, methodologies, documentation, and work products. The procurement may result in one or more awards, with a one-year base period and three option years beginning on or before January 1, 2027. Amendment 1 confirms electronic-only submission through Bonfire, revises the cost response requirements to require total costs by contract year, and provides extensive clarification regarding conflicts of interest, workload assumptions, remote delivery, subcontracting, references, and technical proposal organization. HCA identifies Mercer Health, now operating as Marsh Health and Benefits LLC, as the incumbent contractor and does not disclose a budget.
