Description
The Little Rock Water Reclamation Authority seeks a consultant to support procurement of a human resources information system (HRIS) and oversee its implementation. Procurement work includes market research, requirements gathering and documentation, support for bidder questions, evaluation and selection, and negotiation support. The consultant will assess current processes and systems, identify improvement opportunities, and develop procurement requirements. The consultant will also provide project management and implementation oversight in coordination with the selected HRIS vendor. Responsibilities include implementation planning and scheduling, stakeholder coordination, testing and data-conversion oversight, readiness assessment, go-live coordination, stabilization, and post-implementation review. The HRIS is expected to be operational no later than mid-2028. The contract term is two years with one additional renewal option, for a maximum total term of three years. Responses must not include pricing.
