Description
Montana-Dakota Utilities Co. seeks proposals for capacity, energy, replacement energy, and ancillary services to supplement its 25% ownership interest in the Wygen III generating station and serve its Sheridan system load. Proposals may offer a power purchase agreement, an asset sale, or an asset sale option. The requested supply is 60 MW, with 50–100 MW considered; the desired start date is January 1, 2029, with later starts through 2031 considered; and the desired term is 10 years, with terms of 3–20 years considered. Proposals meeting the desired characteristics receive preference. Proposals must explain the supply resources, delivery arrangements, pricing, and associated costs, and address transmission arrangements outside the utility’s existing PacifiCorp transmission system. Required services include scheduling, firming, balancing, management of specified transmission arrangements, and required reserves and reserve sharing. For a power purchase agreement, the proposal should identify anticipated credit assurance; credit assurance in a form and amount acceptable to the utility is required before it enters into such an agreement.
