Description
Schenectady County is requesting proposals from qualified professional consulting firms to update its multi-jurisdictional, multi-hazard Hazard Mitigation Plan. The scope includes project management; stakeholder, jurisdictional, and public engagement; community and hazard profiling; vulnerability and risk assessment; GIS analysis; capability assessment; mitigation strategy and action planning; plan drafting and review; and support for adoption by participating jurisdictions. The consultant must produce planning records, data inventories, GIS files, maps, analytical workbooks, draft and final plan versions, FEMA and New York State review materials, monthly progress reports, and a final electronic project archive. The plan must comply with 44 CFR Part 201.6, FEMA and New York State mitigation-planning requirements, the MitigateNY framework, and the approved grant scope. Proposers must have completed at least three FEMA-approved local or multi-jurisdictional hazard mitigation plans within the preceding five years and demonstrate relevant New York State, FEMA, GIS, hazard-assessment, facilitation, and public-engagement experience. The federally approved total planning cost is $200,000, including a $150,000 federal share and $50,000 non-federal match; $10,000 in separate subrecipient management costs is excluded from the consultant task budget.
