Description
The City of Port Arthur is requesting qualifications from engineering firms to provide roadway and drainage engineering services on an as-needed, intermittent, and on-call basis. The City may select up to five roadway engineering firms and one drainage engineering firm, with individual project assignments and contracts negotiated after selection and City Council approval. The scope may include preparation of plans, specifications, estimates, reports, and designs for street improvements, grading, drainage, structural, electrical, sewer, water utility, storm drain, parking lot, traffic control, hydrology and hydraulics, stormwater pollution prevention, geotechnical, environmental, surveying, easement, permitting, constructability review, and post-construction services. Firms must provide comprehensive qualifications addressing experience, past performance, project approach, knowledge of the City's drainage systems, proposed personnel and subcontractors, and plans to utilize local businesses. Qualification packets are limited to 50 pages, excluding resumes. Addendum No. One requires acknowledgment of the addendum, submission of all addendum pages signed with the bid documents, and extends the sealed proposal deadline to October 28, 2026, at 3:00 p.m. Central Standard Time.
