Description
The Defense Logistics Agency Energy is issuing a Request for Information (RFI) to identify potential sources for contractor-owned, contractor-operated fuel storage facilities and related operations support in West Oahu, Hawaii. The requested capabilities include receipt, storage, additive injection, shipment, issuance, quality maintenance, petroleum accounting, facility maintenance, equipment and materials, supervision, and qualified personnel for U.S. Government-owned Jet-A, JP-5, and Naval Distillate Fuel Grade F-76. All capabilities must be available and operational at a single location. The requirement identifies estimated annual throughput of 3,500,000 barrels for each 12-month contract period and storage capacity totaling 2,051,000 barrels. Facilities must support receipt by tanker/barge and pipeline connections to Joint Base Pearl Harbor-Hickam/Red Hill tank farm and commercial or refinery pipelines, shipment by tanker/barge, pipeline to Joint Base Pearl Harbor-Hickam, and tank truck, and illuminated operations during hours of darkness. Respondents are asked to provide a company profile, capability statement, relevant past performance, and facility location/address. This is an RFI only and will not result in an award.
