Description
The City of Brookings is requesting proposals from qualified multidisciplinary professional teams to advance the redevelopment of the Downtown Armory property at 221 Main Avenue and adjacent City-owned parcels into an activated community "third space." The selected consultant will develop the final design, construction documents, bidding materials, and construction-phase professional services for a flexible public gathering environment supporting everyday use, community interaction, events, performances, markets, recreation, and other activities. The scope includes project initiation and existing-conditions review; support for historic review and potential salvage or interpretation of Armory materials; public and stakeholder engagement; landscape architecture, urban design, architecture, civil, structural, electrical, plumbing, mechanical, grading, drainage, utility, accessibility, lighting, furnishings, signage, and public-art integration; probable construction cost estimates; competitive bidding assistance; and construction administration. The existing Armory building is anticipated to be demolished after the required historic review process. An optional water-feature design service and separate fee may also be proposed. Proposals are limited to 20 pages and must include firm information, a cover letter, relevant experience, key staff resumes, project understanding and approach, scope and schedule, and a fee proposal.
