Description
Plumas County is seeking a qualified consulting firm with general plan safety-element experience to update its 2035 General Plan Public Health & Safety Element. The primary focus is on general health and safety policies, wildland fire hazards and fire protection, emergency operations, and healthy communities. The work includes a climate-change vulnerability assessment; updated goals, policies, and implementation measures; review of wildfire, evacuation, emergency-services, and infrastructure issues; and coordination with relevant state and local agencies. The selected consultant will conduct public outreach; participate in virtual community meetings, Planning Commission workshops and hearings, and a Board of Supervisors adoption hearing; prepare administrative, public-review, draft-final, and final versions of the element; submit the draft final to the State Board of Forestry and Fire Protection; and prepare the required CEQA environmental documentation. The final element and CEQA files must be delivered in Microsoft Word and Adobe Acrobat PDF formats. Proposals must include qualifications and relevant sample work, client references, staffing credentials and resumes, scope of work, schedule, detailed task-based budget and fee schedule, conflict-of-interest disclosures, and any exceptions to the County's standard professional services agreement.
