Description
The Port Authority of New York and New Jersey is seeking firms to provide expert professional internal audit services on a call-in basis, potentially retaining multiple firms. The scope includes full-time internal audit staff augmentation under the Authority Audit Department's supervision, financial and compliance audits, verification of contractor billings, review of business processes and accounting records, and examination of construction contract costs and overhead rates. Work may occur at contractor offices, Authority facilities, or the Audit Department offices at the Journal Square Transportation Center in Jersey City, New Jersey. The Authority anticipates approximately five full-time auditors, although staffing and project volume may change. Proposals must demonstrate at least three years of continuous internal audit staffing experience and qualified personnel with relevant experience. Required proposal content includes a transmittal letter, signed Agreement on Terms of Discussion, Company Profile, staff qualifications and resumes, firm qualifications and experience, management approach, MBE/WBE/SDVOB participation information, affiliate list, and conflict-of-interest disclosures. Attachment D Staffing Schedule must provide proposed personnel and fully loaded hourly billing rates. The proposal is limited to 20 pages for specified sections, with resumes limited to two pages each. Required insurance includes commercial general liability, automobile liability when applicable, workers' compensation and employers' liability, and professional liability coverage.
