Registration with Shuler Consulting Company is required prior to bidding. Bid documents cost $150.00. Bid bond required. Sureties must be acceptable per U.S. Dept. of Treasury Circular 570. Mobilization within 15 working days of Notice to Proceed. ADA accommodations required 7 days prior to bid opening. Equal Opportunity in Employment clause applies. Bidders must acknowledge all addendums. No bid withdrawal within 45 days of opening. Bidders must sign bid, certificate of corporate principal and surety, and bid bond. Resolution authorizing signatory must accompany bid. All bidders must have a Louisiana State Contractor's Board license classification of Municipal and Public Works Construction for this project. All required documentation and forms must be submitted with the bid proposal. Deposits on bid documents are refundable under specific conditions. Bidders must submit on the proper bid form. Any bids received after the specified time and date will not be considered. The Owner reserves the right to reject any and all bids for just cause, in accordance with Title 38 of the Louisiana Revised Statutes. All bidders must sign the Bid, Certificate of Corporate Principal and Surety, and Bid Bond which always must accompany the bid in the correct amount. A Resolution authorizing a representative of the corporation/llc/sole proprietorship to sign the bid must accompany the bid. All Addendums issued must be acknowledged by the bidder. No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof. Each bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. The Contractor shall begin mobilization and procurement of materials within fifteen (15) working days of the receipt of the Notice to Proceed. Any person with disabilities requiring special accommodations under ADA requirements must contact the Owner no later than (7) days prior to bid opening. Description

The Lincoln Parish Police Jury is soliciting sealed bids for the construction project of Emergency Water Main Replacement on LA Highway 563 for the Mt. Zion Water System. Bids must be submitted by 10:00 AM on July 16, 2026, and must be plainly marked with contractor information and license number. Bids can be mailed, hand-delivered to the Lincoln Parish Courthouse, or submitted electronically via Central Bidding (www.centralauctionhouse.com). A Louisiana State Contractor's License classification of Municipal and Public Works Construction is required. All bidders must be registered with Shuler Consulting Company, the project engineer, and obtain bid documents from their office for a non-refundable fee of $150.00 per set. Deposits for the first set of documents will be refunded upon return in good condition within ten days after bid receipt; other sets will be refunded less reproduction costs, up to $100.00 per set. Bidders must submit a Bid Bond, a Certificate of Corporate Principal and Surety, and a Resolution authorizing the signatory. Bids must be submitted on the proper bid form and acknowledged by all issued addendums. No bid may be withdrawn within 45 days of opening. Sureties must be acceptable to the U.S. Department of Treasury Circular 570. Mobilization and material procurement must commence within fifteen working days of the Notice to Proceed.
