Description

The City of Lakewood is seeking qualified individuals, law firms, or consulting firms to provide Hearing Examiner and Hearing Examiner Pro Tem services under Chapter 1.36 of the Lakewood Municipal Code, other applicable municipal code provisions, and Washington State law. The Hearing Examiner will serve as an impartial quasi-judicial decision-maker, conduct administrative and quasi-judicial hearings, administer oaths, receive evidence, rule on procedural and evidentiary matters, maintain hearing records, and prepare findings of fact, conclusions of law, decisions, orders, and recommendations. The anticipated caseload is approximately five to ten quasi-judicial land use application matters per year, in addition to administrative appeals, with no guaranteed number, type, frequency, or value of assignments. Proposers must be admitted to practice law in Washington and be active members in good standing of the Washington State Bar Association, with at least five years of comparable hearing examiner, administrative law judge, deputy hearing examiner, or quasi-judicial experience for Washington cities or counties. Relevant work includes land use, environmental, municipal, administrative, code enforcement, nuisance abatement, dangerous building, rental housing, business licensing, and sewer connection fee appeals. Services include case and exhibit review, possible site visits, hearing administration, decision drafting, coordination with City staff, and maintaining current knowledge of applicable law. Hearings may be virtual, in person, or hybrid. Proposals must include a cover letter, approach, qualifications, resumes, quality-control and legal-research approach, proposed subcontractors or additional Pro Tem Examiners, fee schedule, availability and capacity, at least three municipal references, conflict disclosures, and any additional relevant information. Proposals are limited to 20 pages, excluding resumes, references, and required forms.
