National Grid is soliciting proposals for non-wires alternatives solutions to address forecasted distribution-system constraints at seven substation opportunities in upstate New York: West Adams, Alder Creek, Gasport, Lyndonville, Pleasant, East Pulaski, and LeRay. Eligible solutions may include front-of-the-meter or behind-the-meter distributed energy resources, energy storage, new or existing distributed generation paired with storage, demand response, and other resources capable of meeting the identified reliability needs. Respondents may propose real-time service, scheduled service, partial solutions, or aggregated portfolios. Solutions must generally provide at least 100 kW of load relief, support weekday and weekend needs, provide at least 24 hours' notice response, and guarantee 95% availability and performance. Proposals may cover one or more years and locations, with needs beginning as early as 2027 and extending through 2038 depending on the location. Respondents must submit bidder information, proposed-solution information, pricing and commercial terms in the Offer Form, project schedules and site-control information where applicable, three references and key personnel resumes, audited financial accounts covering at least two years, and supporting site, permitting, operational, and market-participation information. Pricing must include applicable interconnection, metering, charging, delivery, permitting, installation, and other project costs.
