Description
The Town of Glastonbury is seeking qualifications from qualified respondents to assist with the preparation and adoption of its Plan of Conservation and Development (POCD) for the years 2028-2038. This plan will be a 10-year update, aligning with current state statutes and best practices, and will integrate with other ongoing town initiatives such as a housing growth plan and a zoning code update. The scope of work includes project management, data collection and analysis, comprehensive community engagement, vision and goal setting, plan development, and the creation of an implementation strategy. Deliverables will include project management materials, community engagement strategy, public input summaries, the POCD in digital formats, and all associated GIS data. The selected firm will be responsible for ensuring compliance with Connecticut General Statutes and facilitating the adoption process. Key areas of expertise sought include land use planning, economic development, environmental and conservation policy, resiliency planning, affordable housing, historic preservation, traffic and transportation planning, community engagement, GIS, and POCD implementation strategy. The project is expected to take up to 24 months, with a target completion date by the end of 2028.
