Description
Tuscarora Township seeks an experienced Certified Public Accounting firm to conduct a comprehensive forensic accounting of its financial records. The review concerns allegations that funds designated for the Township Police Department and Township Library were diverted to a sewer project. The firm will examine relevant ledgers, bank records, reconciliations, budgets, invoices, journal entries, transfers, funding restrictions, approvals, and available State Police investigation materials to determine whether funds were misappropriated and, if so, identify those responsible. The selected firm must have at least five years of forensic accounting experience, adequate personnel and equipment, applicable professional licenses and certifications for the firm and assigned personnel, and experience with municipal or similar governmental entities. Deliverables include periodic progress reports and a final report and presentation to the Township Board describing procedures, findings, amounts, supporting evidence, limitations, and recommendations. The proposal must include a Proposal Sheet addressing qualifications, the proposed work plan, and a cost estimate, as well as three references with contact information.
