Description
The State of Michigan seeks a professional services contractor to advance the design of new housing buildings at two existing correctional facilities: a 240-bed Level IV facility and a 176-bed Level V facility. Services cover Phases 200 through 700: program analysis, schematic and preliminary design, final design and construction documents, assistance with construction bidding, and office and field construction administration. The work includes site investigation and verification, surveying and utility documentation, permit applications and fees, parallel design and construction coordination at both sites, and required 50% and 90% document reviews. The technical proposal must explain the project approach, team organization, relevant experience, key personnel and resumes, work plan and schedule, quality-control and constructability review, budget analysis, and client references. A separate cost proposal must provide billable rates, estimated hours and fees by phase, subconsultant costs, and reimbursable expenses. The project design is to support high-security housing, accessibility, safety, and LEED Silver-level sustainability goals.
