Description
The Airspace Mission Planning Division (C3M) of the Command, Control, Communications, and Battle Management (C3BM) Portfolio Acquisition Executive (PAE) is issuing a Request for Information (RFI) to gather industry feedback on their hardware procurement processes. The objective is to maximize industry participation by identifying best practices to mitigate supply chain volatility risks, reduce pricing uncertainties, and assess alternative contract structures. Currently, C3M typically procures hardware as Firm Fixed-Price (FFP) items from the Federal Supply Schedule or mandatory sources, awarded on a Lowest Priced Technically Acceptable (LPTA) basis. This often involves requesting evaluation articles for inspection and practical evaluation before award. The government is exploring alternatives to this process, including the potential use of Fixed-Price contracts with Economic Price Adjustment (EPA) for volatile components like SSDs and RAM, and alternative contract structures that may reduce the burden of pre-award evaluation articles. Industry is asked to provide feedback on their experiences with market fluctuations, how they handle pricing volatility, and whether EPA or alternative contract structures would encourage participation. Feedback is also sought on the current evaluation article process, potential changes to unit quantities from solicitation to award, and recommended contract structures that minimize technical risk while ensuring fair compensation. The RFI also seeks general recommendations for improving C3M's hardware procurement methodology, including best practices for commercial products requiring military-standard testing and certifications.
