Description
This Request for Information (RFI) from the Air Force Lifecycle Management Center aims to gather information for planning, procurement, delivery, installation, integration, testing, and fielding of a complete Over-the-Horizon Radar (OTHR) Receive sub-system. The proposed OTHR system will be based on a Government-Defined Architecture, with industry partners selected for various components. The scope for the Receive sub-system encompasses the entire "RF-to-digital" pipeline, from analog radar returns captured by the antenna to the delivery of decimated I/Q digital data, requiring the contractor to manage the signal chain, including analog-to-digital conversion and data rate reduction. The Government will provide site and facility preparation, including antenna field grading, cable trenches, the receive facility, C2 functions, and utilities. The selected vendor will be responsible for providing receive shelters. The primary mission of the OTHR is to provide long-range sensor coverage against potential threats to North America, with secondary capabilities against complex targets of interest. The HLDOTHR data will be integrated into existing integrated air and missile defense early warning networks. This RFI specifically seeks information on vendors willing to provide the Receive Sub-system, potentially utilizing Government-directed sub-contractors or Government Furnished Equipment. The ideal vendor would offer a turnkey product with a modular open system architecture, intellectual property open to the Government, and the ability to maintain and sustain the system through an initial contractor sustainment period. Responses should address design constraints, technology readiness levels, manufacturing readiness levels, processing for decimated I/Q data, performance monitoring, maintenance strategies, scalability, modularity, maintainability, calibration processes, operation without GPS, experience in providing receive sub-systems and environmentally controlled shelters, and subcontracting strategies. Additionally, information on installation, testing, cybersecurity, staffing, data rights, and supply chain management is requested.
