Description
The Defense Logistics Agency Energy, in conjunction with the United States Army, is soliciting proposals for the privatization of the water distribution utility system at U.S. Army Garrison-Hawaii on Oahu. The selected contractor or contractors will assume ownership of the system, operate and maintain it, provide reliable utility services to Government and tenant connections, and furnish all required labor, materials, equipment, permits, and management. The scope includes repairs, upgrades, renewals and replacements, capital investments, environmental compliance, metering, emergency response, and service continuity. The solicitation provides for either a regulated-tariff proposal or a fixed-price proposal with economic price adjustment for operations and maintenance and prospective price redetermination for renewals and replacements. The maximum utility-services contract term is 50 years. Offerors must submit technical, past-performance, contract-documentation, and price volumes, including plans for service interruptions, operations and quality management, system deficiency corrections and renewals and replacements, and operational transition. Other-than-small businesses must submit a subcontracting plan. Controlled technical-library documents require SAM.gov registration and access approval, and the solicitation includes NIST cybersecurity assessment and safeguarding requirements.
