Description
The City of Port Arthur is seeking qualifications from professional engineering firms to establish a pool of qualified firms for water and wastewater infrastructure projects. Services include treatment and pumping facility design and rehabilitation, solids treatment and disposal studies, hydraulic analysis and system modeling, treatability studies, emerging-contaminant assessments, fee reviews, potable-water and sewer-line improvements, land surveying, grant applications, emergency-power design, and SCADA evaluation or modification. The scope also includes agency coordination, construction-phase management, resident project representation, project management, bid and contract-document support, pre-bid and bid-opening assistance, site visits, construction testing, change-order support, submittal review, payment-estimate review, construction records, and final inspections. Qualification packets must address firm and team experience, Texas-registered engineers, key personnel, relevant utility-engineering and municipal past performance from the previous 10 years, project approach, safety, subcontractors, and Port Arthur business participation. Packets are limited to 50 pages, excluding resumes, and must include the required signed and notarized forms and acknowledged addendum.
