Description

Montebello Unified School District is seeking a professional services firm to develop a comprehensive districtwide Facilities Master Plan. The scope includes project management; educational program and planning analysis; facility inventory; planning-level physical condition and educational adequacy assessments; capacity, utilization, enrollment, and demographic analyses; site and property analysis; security, sustainability, technology, and maintenance-and-operations assessments; GIS mapping; regulatory review; and community and stakeholder engagement. The addendum clarifies that the District is not seeking a detailed engineering-level condition assessment of every facility or building system. The consultant should use available District information and supplement it with planning-level visual observations, identify information gaps, and recommend further investigation when needed. Deliverables and planning activities include a prioritized Capital Improvement Program, order-of-magnitude project cost estimates, funding and implementation recommendations, a Five-Year Facilities Plan, facility maps and GIS data, an electronic facility database, stakeholder engagement, and approximately two to three Board presentations. The estimated engagement includes a kickoff meeting, one onsite assessment or meeting at each facility, approximately five to eight stakeholder or department meetings, three to five community or stakeholder meetings or workshops, staff surveys as appropriate, and Board presentations. No job walk or mandatory pre-proposal meeting is required. The addendum states that selection will consider price, qualifications, and relevant experience, but also answers that award will be made to the lowest bidder; proposers must identify applicable professional licenses, registrations, certifications, or credentials for the firm and key personnel. DIR registration, prevailing wage, and payment or performance bonds do not apply, while the District's insurance requirements apply because consultant personnel will conduct school-site visits. Proposals must include the identified forms, scope of work, pricing, qualifications, and three comparable school-district references from the past five years.
