Description
The Saginaw County Road Commission is requesting proposals from engineering consultants for design services and construction administration for the full replacement of the Mower Road bridge over Cole Drain in Spaulding Township. The project must retain the existing two-lane roadway configuration and be designed as a Michigan Department of Transportation Federal-Aid project, with a target letting date no later than December 2027 and anticipated construction from January through mid-May 2028. Design services include topographic surveying, bridge and roadway plans, soil borings, permits, utility and agency coordination, MDOT submissions, cost estimates, special provisions, right-of-way certification, environmental and historic-preservation documentation, soil erosion control plans, design exceptions, meetings, and digital project documentation. Construction administration includes project management, field inspection, staking, materials sampling and testing, quality assurance, progress and compliance reporting, claims and change-order support, project records, final inspection and acceptance, and preparation of final estimates and as-built drawings. Proposals are limited to five pages for project understanding and team description; resumes, references, and a proposed timeline are excluded from that limit. Compensation will be negotiated on an actual cost-plus fixed-fee, not-to-exceed basis for the project, with separate treatment for preliminary engineering and construction engineering services.
