Description
Montgomery County is soliciting proposals from qualified ice-skating rink operators to manage, operate, maintain, schedule, and program the seasonal outdoor ice rink at Veterans Plaza. The contractor will provide and maintain the refrigeration and ancillary equipment, resurfacing equipment, lighting, flooring, lockers, skate rentals and sharpening, staffing, security, cleaning, snow and rubbish removal, revenue controls, and required permits. The rink must operate as a public facility with reasonable rates and public access, generally from the second Sunday in October through April 1 each season. The proposal must include an operation plan addressing facility use, hours, services, staffing, safety and security, merchandise, programming, internal controls, customer satisfaction, fees, maintenance, and environmental practices. Offerors must also provide comparable rink experience, at least three recent references, safety records, revenue-generation and cost information, a completed fee schedule, and required County forms and plans. The contractor may not subcontract or assign responsibilities without the County's written permission and will pay the County a $6,000 monthly fee plus a percentage of gross receipts.
