The U.S. Army Corps of Engineers Alaska District is conducting pre-solicitation market research for two MILCON projects at Fort Wainwright, Alaska. FTW511 involves designing and constructing a Soldier Performance Readiness Center of up to 48,633 square feet, including administrative space, fitness areas, classrooms, reconditioning and cognitive areas, restrooms, storage, special foundations, fire protection, building information systems, energy monitoring and control, security and CCTV, and mass notification systems. The target budget is $76 million. FTW515 involves designing and constructing a 133,506-square-foot, multi-story unaccompanied enlisted housing barracks for 256 soldiers, including living quarters, bathrooms, storage, laundry rooms, service areas, day rooms, elevators, building systems, fire protection, mass notification, intrusion detection, energy controls, sustainability measures, deep excavation, and special foundations. The project target budget is $201 million and requires volumetric modular construction, a kit-of-parts approach, or 3D-printed structures. The questionnaire requests industry input on project delivery methods, FAR-based contracting versus other transaction authority vehicles, Arctic adaptation, winter construction, prefabrication, schedule and supply-chain risks, bonding capacity, teaming, evaluation criteria, and commercial best practices; it is not a request for construction proposals at this stage.
