Description
The County of Orange, through OC Public Works, is soliciting proposals from qualified contractors for Construction Manager at Risk services for the Fountain Valley Library remodel. The scope includes pre-construction services such as design and constructability reviews, cost estimating, project planning and scheduling, value engineering, permitting assistance, utility investigations, subcontractor and supplier selection, and coordination with the design team. Potential construction services include site operations, construction phasing, procurement of materials and equipment, quality control, permitting and inspections, safety management, and coordination of architectural, civil, structural, mechanical, electrical, plumbing, low-voltage, fire alarm, fire sprinkler, and intrusion alarm work. The project has an anticipated construction budget of $8,000,000. The selected Construction Manager at Risk will negotiate a Guaranteed Maximum Price for pre-construction services and may later negotiate a separate Guaranteed Maximum Price for construction services. Respondents must hold or obtain a California Class B General Building Contractor license, demonstrate comparable CMAR experience, provide bonding capacity of at least $8,000,000, and commit to using a skilled and trained workforce. The proposal package includes a maximum 30-page response for Part 3, separate financial statements, company and reference information, required certifications and affidavits, a notarized surety letter, a staffing plan, and other electronic vendor responses. The construction phase is subject to prevailing-wage requirements, performance and payment bonds, and specified insurance coverage.
