Description
The City of Midland is seeking a direct-cellular advanced metering infrastructure solution comprising water meters, cellular endpoints, commercial cellular connectivity, hosted head-end and device-management software, integration with SmartWorks Compass/MeterSense, NorthStar, SilverBlaze, and Neptune 360, pilot deployment, training, warranty, software maintenance, and technical support. Each endpoint must communicate directly through a commercial cellular network without City-owned collectors or gateways. The solution must support phased coexistence with the City's existing fixed-radio AMI system and Neptune T-10 meter base, including retrofit options where feasible. The procurement contemplates an initial pilot of approximately 500 meters/endpoints, with broader Phase 2 purchases subject to pilot acceptance and separate City authorization. Respondents must provide technical, integration, cybersecurity, migration, lifecycle-cost, warranty, support, and optional turnkey-installation information, including a 20-year total-cost schedule, at least three comparable direct-cellular water AMI references, and one deployment of at least 25,000 endpoints or an approved equivalent. The initial contract term is three years, with up to two optional one-year renewals.
