Description
The City of Folsom is soliciting proposals for three separate three-year procurement contracts covering positive displacement meters ranging from 5/8 inch to 2 inches, turbine meters ranging from 1-1/2 inches to 10 inches, and compound meters ranging from 2 inches to 8 inches. The contracts require furnishing and delivery only; no installation or labor services are included. Estimated annual quantities are approximately 2,320 positive displacement meters, up to 64 turbine meters, and up to 29 compound meters. Deliveries are to be made to the City's water treatment plant. Meters must meet the applicable American Water Works Association standards and specified NSF/ANSI potable-water requirements, include compatible encoder registers, and satisfy detailed construction, performance, testing, compatibility, and accuracy requirements. Bidders must submit completed bid forms, technical meter literature and performance specifications, manufacturer-recommended accuracy-testing procedures, fixed-network system compatibility information, an affidavit of compliance with applicable AWWA standards, warranty documentation, and a signed joint warranty endorsement from the seller and manufacturer. A 10 percent bid bond is required for the positive displacement contract; the other documents state anticipated project costs below $250,000 for turbine meters and below $280,000 for compound meters. The contracts include extensive manufacturer warranty obligations, including at least a 10-year full-replacement warranty.
