Description
The Nebraska Department of Transportation is seeking a qualified consultant team to provide professional advisory services for The Stitch, a proposed mixed-use redevelopment of approximately 20 acres of NDOT-owned urban right-of-way beneath and adjacent to the I-480/Dodge Street interchange in Omaha, Nebraska. The work will assess financial feasibility, cost-benefit and value-for-money considerations, revenue and value-capture opportunities, TIFIA and other financing options, public-private partnership structures, asset concession and disposition alternatives, procurement approaches, and legal and regulatory requirements. The scope includes project management, monitoring, grant-reporting support, financial feasibility and revenue analysis, risk and procurement alternatives analysis, partnership and asset-concession strategy, and legal and regulatory strategy. Deliverables include feasibility and financing reports, revenue and value-capture analyses, risk and mitigation reports, delivery-method and procurement recommendations, partnership and asset-disposition analyses, an implementation framework, and legal and regulatory roadmaps. The anticipated period of performance is 36 months, subject to grant funding, with NDOT expecting to shortlist three consultants, interview them, and award one contract. Teams must demonstrate relevant experience with transportation or urban infrastructure finance, TIFIA or Build America Bureau programs, asset concessions, public-private partnerships, real estate development feasibility, and stakeholder coordination; they must also be certified in NDOT Standard Work Categories 102, Transportation Planning, and 250, Public Involvement.
