Description
The City of Council Bluffs is soliciting a contractor for lead hazard reduction and healthy homes work at 3014 Avenue C. The scope includes interior and exterior lead abatement and paint stabilization, replacement of vinyl windows and door components, exterior caulking and aluminum coil-stock installation, painting, soil covering with mulch, debris removal, and related finish work. The project also includes containment, lead-contaminated dust cleanup and waste removal, mold remediation, installation of handrails and railings, and replacement of receptacle and light-switch covers. Contractors must provide all required permits, comply with applicable lead-safety, building, electrical, and other codes, maintain required licensing and lead-abatement certifications, and complete clearance testing requirements. The solicitation includes separate bid forms for the general contractor, plumber, electrician, and HVAC contractor, plus a bid and proposal acknowledgement. A mandatory bid walk-through is required, and bids must be submitted electronically through the procurement portal.
