Description
The Metropolitan Washington Airports Authority is seeking investment banking firms for three underwriting pools—Primary, Secondary, and Emerging—from which syndicates will be selected for future Aviation Enterprise and Dulles Corridor Enterprise financings. Selected firms will support negotiated municipal bond transactions, including financing strategy, debt structuring, pricing, marketing, distribution, investor outreach, credit enhancement analysis, transaction-document preparation, capital commitment, underwriting, closing coordination, and post-sale analysis. Proposals must address the Authority’s aviation and Dulles Toll Road credits, financing recommendations, rating-agency and investor-marketing strategies, underwriting capacity, relevant airport and toll-road transaction experience, proposed takedowns, unsold-balance examples, references, proposed team qualifications, resumes, conflicts and regulatory matters, parent-company information, and other required firm data. Responses are limited to 12 pages excluding specified attachments and must follow the stated font, margin, and page-numbering requirements. The pools will have a three-year base period with two one-year option periods; inclusion does not guarantee that a transaction will be executed.
