Description
The City of Indian Harbour Beach is issuing a Request for Qualifications (RFQ) to establish a Master Service Agreement (MSA) for continuing professional engineering and stormwater consulting services. This is a non-exclusive agreement anticipated to be for an initial period of three years, with the option for two additional three-year terms. The selected firm will be responsible for reviewing existing City codes, resolutions, ordinances, and applicable Florida Statutes to develop construction documents, including plans, specifications, estimates, and bid documents. Services will cover general civil engineering design, surveying, capital project planning and design, stormwater basin studies, flood assessments, feasibility analyses, and support for grant applications. Specific focus will be placed on evaluating and designing stormwater systems influenced by coastal conditions and protecting the Indian River Lagoon. The City seeks a proactive approach to stormwater management and capital improvements. Respondents must be licensed engineering firms in the State of Florida. The firm or team must demonstrate stable financial stability for the past three years. The Team Project Manager must be a licensed Professional Engineer or Professional Architect/AICP in Florida with at least seven years of experience in relevant fields and have served as a project manager on at least three previous occasions. Team members and sub-consultants must also be licensed in Florida with a minimum of three years of experience and be LEED accredited professionals. The professional consultant will typically perform work off-site and provide their own equipment. The City reserves the right to utilize other engineering consultants as needed.
