Description
Lebanon Utilities is soliciting qualifications from developers to collaborate on design development and construction drawing preparation, then develop, construct, operate, and maintain improvements to its electrical system, including a 69kV-to-12.47kV electrical distribution substation. The improvements may be constructed in phases by one or more developers, and the selected developer or developers may support both the initial and future phases under a build-operate-transfer program. The response must include at least three similar constructed projects with reference contact information, a proposed schedule covering financing close, construction start and completion, and conveyance of the structures, a project-team description, and any fees proposed for a two- to three-month scoping process. The owner may enter into a scoping agreement for preliminary design collaboration before deciding whether to proceed with a public-private agreement. Responses must be submitted as a single electronic, multi-page PDF, and the solicitation does not require a certified check or other evidence of financial responsibility with the proposal.
