Description
The Department of Veterans Affairs is seeking a qualified electrical contractor to provide maintenance, inspection, testing, and calibration of the electrical power distribution system at the Harry S. Truman VA Medical Center. The scope includes associated transformers, switchgear, switchboards, medium- and low-voltage switches, circuit breakers, protective relays, grounding and ground-fault protection systems, motor control centers, emergency systems, and automatic transfer switches. The contractor must also perform a campus electrical ground study, four-hour essential electrical system testing, energized infrared scanning, cleaning, lubrication, breaker exercising and trip-setting tests, relay and ground-fault testing, transformer oil sampling and dielectric testing, and necessary repairs or replacement of defective connectors and parts. The contractor must provide qualified NETA- or NICET-certified technicians, OSHA 10-hour construction safety training, electrical-safety training addressing OSHA 29 CFR 1910 Subpart S and NFPA 70E, tools, equipment, and personal protective equipment. At least three completed, similar government contracts and associated customer references are required. Work is generally scheduled during overnight hours, with large outages preferably performed on weekends. The contractor must submit two hard-copy reports and one electronic Microsoft Word report within 15 business days after the work, and must coordinate all work with hospital Facilities Management.
