Description
The City of Columbia is soliciting bids for rehabilitation and valve replacement work at the Canal Water Treatment Plant. The project includes replacing filter underdrains in seven filters, rehabilitating underdrains in three additional filters, replacing filter media and media retainers, and replacing 40 valves, including 20-inch high-service, 48-inch raw-water, 24-inch drain, and 8-inch air-wash valves. Additional work includes concrete patch and crack repairs, filter wall coating repairs, asphalt replacement, erosion control, temporary utility relocations and isolations, actuator removal and reinstallation, testing, cleaning, disinfection, commissioning, and restoration. The plant must remain operational, subject to approved outages. The updated specifications require the underdrain manufacturer to provide installation supervision and testing. Addendum 6 documents a second non-mandatory site visit held on October 12, 2026. The bid form states that award will be based on the lowest total bid, with payment based on actual quantities at submitted unit prices. The project requires a 5 percent bid bond, 100 percent payment and performance bonds, specified insurance, and references for at least three similar projects completed within the past five years. There are no DBE requirements for this opportunity.
