Description
The U.S. Fish and Wildlife Service seeks multiple five-year blanket purchase agreements for as-needed supply and delivery of 87-octane unleaded gasoline, off-road diesel (including winter-blended and No. 1 grades), and liquid propane. Contractors must provide the fuel, transportation, equipment, and delivery supervision, meet applicable fuel quality standards, and deliver within 48 hours of an order, subject to the stated Friday and severe-weather exceptions. Deliveries are required during weekday core hours, and contractors must follow safe unloading and spill-response procedures and provide metered delivery tickets. Quotations must describe supply sources and management, delivery logistics and lead times, coordination across fuel types, and contingency capabilities, and include a completed price schedule. For liquid fuels, pricing must include a fixed markup over the verified daily terminal price, supported by an unredacted supplier price document for the quote date; propane is priced at a fixed rate for the initial 12 months. Past performance will be evaluated using government-available information, with no past-performance submission required. The agreements do not guarantee future orders.
