This Notice of Funding Opportunity will fund federally recognized Indian Tribes and intertribal consortia to implement EPA-approved Nonpoint Source management programs under Clean Water Act Section 319. Eligible projects must include on-the-ground implementation of best management practices addressing nonpoint-source pollution identified in a Tribal assessment report and management program. Examples include road stabilization or removal, riparian planting, streambank stabilization, natural channel restoration, low-impact development and stormwater management, livestock exclusion fencing, septic-system rehabilitation, and nutrient or grazing management. Applicants may use up to 25 percent of requested federal funds for related activities such as watershed-based plan development, monitoring, training, education, outreach, and ordinances. Applications must include a detailed project narrative and work plan, annual budgets, environmental outputs and outcomes, and past-performance information. Federal requests may not exceed $175,000 per application; a nonfederal cost share of at least 40 percent is generally required, subject to specified hardship or Performance Partnership Grant provisions. The Project Narrative is limited to 15 single-spaced pages.
