The Saginaw County Road Commission is requesting proposals from an MDOT-prequalified consultant for design and construction engineering services for a single-lane modern roundabout at the intersection of Kochville Road and Mackinaw Road. Design work includes plans meeting AASHTO and/or MDOT 3R/4R standards, legal descriptions and drawings for additional right-of-way, permits, utility and agency coordination, MDOT program and project submissions, cost estimates, specifications, right-of-way certification, SHPO clearance, design exceptions, work-zone mobility information, soil erosion control plans, public and agency meeting participation, and digital document submissions through MDOT ProjectWise. Construction engineering services include inspection, materials testing, staking, daily progress updates, compliance with applicable MDOT construction standards, and monthly CE budget reporting. Proposals will be evaluated based on cost, project understanding, timeline commitment, and team resumes. The project has an identified construction budget of $833,000, with anticipated construction from June 15, 2028, through August 15, 2028; the design schedule targets a January 2028 letting and requires right-of-way legal descriptions by April 14, 2027. The understanding-of-project and team-description portion is limited to five pages, excluding resumes, references, and proposed timelines.
