Description

The National Oceanic and Atmospheric Administration's Geophysical Fluid Dynamics Laboratory is seeking capable sources for a broad, integrated support requirement covering high-performance computing software engineering, Earth system model development, scientific programming, data science, workflow and runtime-environment development, cloud-ready containerization, CI/CD and automated testing, and software-stack lifecycle management. The requirement also includes endpoint administration for approximately 300 Linux and Windows devices, 24/7/365 computer operations, help desk support, high-volume data transfers, hierarchical storage management, and technical support across geographically distributed HPC environments. Additional objectives cover HPC network security and cybersecurity operations, including continuous monitoring, vulnerability scanning and remediation, incident response, identity and access management, DevSecOps and FedRAMP Moderate cloud security, and Authority to Operate documentation. The scope also includes facilities management and maintenance for the laboratory and HPC data center, project planning, ancillary repair and alteration services, travel and personnel-security administration, foreign-national visitor processing, property management, and related business support. The anticipated vehicle is a BPA or IDIQ with fixed-price and time-and-materials task or call orders, with a one-year base ordering period and four one-year option periods.
