Description

The U.S. Army is seeking competitive prototype proposals for a modernized facility-management solution covering approximately 58 unaccompanied housing facilities. The selected contractor will combine a secure Enterprise Asset Management platform with hands-on, multi-craft physical maintenance to manage demand maintenance, preventative maintenance, between-occupancy maintenance, work-order triage, technician scheduling, asset histories, and customer communications. The solution must integrate with the Army Maintenance Application, General Fund Enterprise Business System, and future IBM Maximo migration; support QR-code-enabled service requests, automated routing, mobile reporting, predictive or sensor-based monitoring, decentralized parts storage such as smart lockers, and financial reconciliation. Offerors must also provide logistics and sustainability planning, standard operating procedures, knowledge transfer, quality assurance, warranties, cybersecurity and Authority to Operate planning, an Integrated Master Schedule, risk management, lifecycle management, and a separate Performance Work Statement derived from the Government's Statement of Objectives. The prototype period is anticipated to be 60 months, with a stated annual Sustainment, Restoration, and Modernization budget ceiling of $5 million covering labor, materials, management, and technology integration.
