Description
The City of Moorpark is seeking a contractor to manage the day-to-day administration of its public library system. The scope includes library services; collection management; reference, research, and interlibrary loan services; staffing, recruitment, training, supervision, and professional development; programming and events; community outreach and partnerships; budget and financial support; grant administration; technology and integrated library system management; performance measurement; strategic planning; and quarterly, annual, and biannual reporting. The operator must maintain or improve existing services, support equitable access and bilingual/biliterate services, and implement the City Council and Library Board's goals for community engagement, STEM and digital literacy, workforce development, special exhibits, customer service, and measurable performance improvement. The current library has one central facility, approximately 7.5 FTE of staffing, and a new larger facility expected to be completed in June 2027. The selected contractor will be responsible for transitioning operations with minimal disruption, maintaining public access during normal operating hours, and providing qualified leadership, including a Library Director with a master's degree in library science or a related field and specified public-library experience. Proposals must include a cover letter and vendor application, qualifications and resumes, five similar municipal-library references, sample reporting and strategic-plan documents, a technical approach and work plan, staffing and transition plans, conflict-of-interest disclosures, a detailed five-year fee proposal, additional-service pricing, and recent financial statements. The anticipated agreement is for five years with five successive one-year renewal options.
