Description
Minnesota State is seeking a commercially available, systemwide online and remote tutoring solution serving approximately 270,000 students across 33 institutions and 54 campuses. Required capabilities include 24/7 on-demand and scheduled live tutoring, one-to-one and small-group sessions, asynchronous writing and assignment review, mobile and low-bandwidth access, accessibility conforming to WCAG 2.1 Level AA, and broad academic subject coverage. The solution must integrate with D2L Brightspace through LTI 1.3, support SAML 2.0 or equivalent single sign-on, provide APIs for integrations including Workday Student, meet FERPA and SOC 2 Type II or equivalent security requirements, store student data exclusively in the United States, and provide system- and campus-level administration, reporting, analytics, service-level commitments, and implementation support. The procurement is intended to result in a single-vendor master contract, although Minnesota State may make multiple awards. Respondents must complete extensive technical, accessibility, security, pricing, supplier-diversity, and experience questionnaires, and submit supporting materials including an accessibility conformance document, HECVAT, financial-stability documentation, references, subject and service coverage information, implementation plan, and cost proposal.
