Description
The Kentucky Legislative Research Commission, on behalf of the Public Pension Oversight Board, is requesting information from qualified actuarial firms interested in conducting a Level 1 full-scope actuarial audit of Kentucky’s state-administered retirement systems. The audit will replicate and analyze the calculations, assumptions, procedures, and methods used by the plan actuaries for fiscal year 2026 valuations and the most recent experience studies covering pension, retiree health, and life insurance funds across the Kentucky Public Pensions Authority, Teachers’ Retirement System, and Judicial Form Retirement System. The selected firm must provide primary and secondary actuaries meeting specified experience and professional qualification requirements, collect and evaluate system data, assess valuation methodologies and assumptions, prepare a draft report by April 30, 2027, submit a final report by May 31, 2027, and present the results to the Public Pension Oversight Board no later than July 31, 2027. Responses must include firm background and ownership information, relevant public-pension experience, resumes, methodology, timeline, fixed-fee pricing, conflict-of-interest disclosures, and at least three client references. This RFI is informational and does not obligate the agency to purchase services.
