Description
The State of South Dakota is soliciting proposals for comprehensive administration of its account-based employee benefit plans, including Health Reimbursement Arrangements, Health Savings Accounts, medical Flexible Spending Accounts, dependent care Flexible Spending Accounts, and limited combination FSAs. The selected contractor must provide account management, participant customer service, secure online access, claims administration and appeals, eligibility and enrollment administration, debit cards, funding and payment processing, reporting, compliance testing, communications, annual open-enrollment support, and required plan materials. The contractor must administer all requested plans under one contractual arrangement and support approximately 12,944 eligible employees, including 12,064 active employees and 94 COBRA participants. The proposal must address implementation, data conversion, testing, training, communications, go-live, post-implementation support, IT and security requirements, hosting options, system and solution diagrams, and detailed pricing. The State requires a completed Security and Vendor Questionnaire for each proposed deliverable and hosting option, a signed security acknowledgment, review of specified contract and security terms, and compliance with extensive data access, integration, accessibility, vulnerability scanning, and security requirements. The contract term is five years beginning July 1, 2027, with up to two one-year extensions.
