Description
The Naval Air Warfare Center Aircraft Division intends to solicit and negotiate on a sole source basis with NORTH ATLANTIC INDUSTRIES INC. for the procurement of three (3) PXI Discrete Input Cards, Part Number 75G5-2-DT5DT5DT50FC10. These cards are replacements for an obsolete VXI card and are required to support predicted failures in the Engine Test Instrumentation system. The procurement is being conducted under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), allowing for sole-source procurements when only one responsible source can satisfy agency requirements. The specified North Atlantic Industries (NAI) board is a highly customized, proprietary component utilizing NAI's patented Configurable Open Systems Architecture (COSA). NAI holds exclusive intellectual property rights, and no third-party vendor possesses the necessary Technical Data Package (TDP) to manufacture a compatible replacement. Therefore, NAI is the only vendor capable of meeting the government's requirements. This is a notice of intent to sole source and not a request for competitive proposals. However, any responses received within fifteen (15) days of publication will be considered by the Government. A determination to proceed with a sole-source award based on responses is at the Government's discretion.
