Description
The State of Missouri Office of Administration, Division of Facilities Management, Design and Construction, is requesting Statements of Qualifications from firms to provide construction manager at risk services with a guaranteed maximum price for a new 200-plus-bed mental health hospital. The total allowable construction budget is $230 million, and the project is fully state funded. The anticipated work includes preconstruction estimating and value engineering, constructability and quality reviews, scheduling, subcontractor prequalification and bidding, GMP development, construction management and administration, site safety and security, quality control, closeout, warranty administration, and owner training. The procurement uses a two-step selection process. Step 1 evaluates written qualifications and in-person interviews; shortlisted firms will then receive an RFP for Step 2 cost proposals. The CMR may not self-perform trade package work and must provide performance and payment bonds for the full construction cost. The RFQ requires a cover letter and six qualification sections addressing comparable project experience and past performance, preconstruction, construction administration, key personnel and organization, safety, and bonding capability. Submissions are limited to 40 double-sided pages, excluding specified items, and must include one electronic copy on a flash drive and eight spiral-bound hard copies.
