Description
The City of Torrance is soliciting proposals to update its Sewer System Master Plan for a wastewater collection system comprising approximately 273 miles of pipelines, approximately 6,193 manholes, and nine lift stations. The selected consultant must perform as-built research and data collection; develop and calibrate a GIS-based hydraulic model for dry- and wet-weather conditions; conduct flow monitoring using flow meters and rain gauges; evaluate capacity deficiencies, sanitary sewer overflow risks, inflow and infiltration, and lift-station conditions; and prepare thematic maps and hydraulic grade line analyses. The work also includes developing a prioritized 5-year and 20-year capital improvement program with planning, design, construction, administrative, and miscellaneous cost estimates; assessing pump-station replacement, maintenance, telemetry, backup-power, and spare-pump needs; and preparing a Sewer Master Plan report with planning scenarios, model calibration, capacity analysis, hotspot and maintenance maps, and recommended projects. Deliverables include flow-monitoring data, access to the hydraulic model, GIS layers and components, CIP project lists, pump-station assessments, potential sanitary sewer overflow locations, and draft and final reports. The initial contract term is approximately two years, with work anticipated from November 1, 2026, through October 31, 2028. A current California Professional Engineer license is required for the successful proposer.
