Description
Wicomico County is seeking a qualified engineering firm to prepare a Preliminary Engineering Report for the Fruitland Sewer Extension Project. The report must evaluate alternatives for providing public sewer service to seven priority focus areas containing 407 parcels, assume connection to the City of Fruitland municipal sewer system and treatment at its wastewater treatment plant, and identify downstream pumping-station and sanitary-sewer upgrades needed to serve the study area. The scope excludes analysis of wastewater treatment plant capacity or upgrades. The report must comply with USDA RUS Bulletin 1780-2 and include the project need, alternatives analysis with life-cycle present-worth cost analysis, proposed-project description, detailed and total project cost estimates, conceptual schematics, an annual operating budget, and identification of major equipment investments requiring life-cycle cost analysis. Proposers must provide a lump-sum fee breakdown, firm and project-team qualifications, organizational chart, project approach, subcontractor information, three similar-project references from the past 10 years, and required affidavits and certifications. The contract requires completion by December 31, 2027, and proposals will be evaluated based on technical experience and approach, price/value, capacity, project-team experience, and relevant prior experience.
