Description
The City of Cambridge Police Department is seeking a qualified contractor to provide as-needed civilian traffic control services for construction, events, and other activities throughout Cambridge. Services may be required 24 hours a day, seven days a week, including normal business hours, nights, weekends, and holidays. The contractor must provide trained and directly employed flaggers, a project manager, backup personnel, high-visibility apparel, stop/slow signs, cones, barriers, and other required safety equipment, including daily setup and removal. Personnel must hold approved flagger training, current OSHA and MUTCD training, and maintain required certifications. The contractor may not subcontract or sublet any part of the work. The scope includes responding to detail requests, replacing absent or removed flaggers within one hour, following applicable safety requirements, maintaining communication with City representatives and public safety officials, and submitting attendance logs and incident reports. The technical proposal must address the scope, personnel qualifications and certifications, training, staffing and availability, safety and compliance history, incident reporting, communication protocols, and three references. A separate price proposal is required. The contract is for one base year with two one-year renewal options, is as-needed, and has a maximum contract amount of $100,000. The City anticipates funding up to $100,000 for program operations. The City’s $20.32-per-hour living-wage requirement applies.
