The City of Newberg Oregon is currently seeking to retain a consultant civil engineering firm to provide full design services for a complete re-build of River Street in Newberg. The Consultant shall provide a wide range of professional services including, but not limited to, project management, cost estimates, preliminary and final design work to re-construct the street between 3rd and 11th street. The estimated budget for this project will fall in the range of $12M - $13M. As well as the new road surface and new sewer line the project will implement an innovative tree plan and will create a model 'complete street' for Newberg's future. This is an RFP for civil engineering and landscape architectural services to due date for RFP submission is November 9, 2026. The City of Newberg is requesting proposals from a consultant civil engineering firm to provide full design services for the complete reconstruction of River Street between 3rd Street and 11th Street intersections. The scope includes project management, cost estimating, preliminary and final design, roadway reconstruction design, a new sewer line, an innovative tree plan, and development of a model complete street. The consultant must also provide civil engineering and landscape architectural services, prepare land use and building permit submittals, and coordinate as needed with the City's Community Development Department. The estimated total project budget is $12 million to $13 million. The solicitation identifies no pre-bid conference and states that extensive project and scope details are provided in the solicitation attachments.
